Vymedzenie základných pojmov
- Projekt
- Konkrétny projekt nadácie Wikimedia Foundation v konkrétnom jazyku alebo mnohojazyčný projekt ako anglická Wikipedia, francúzsky Wikisource alebo Meta.
- Licencia slobodného obsahu
- licencia, ktorá zodpovedá podmienkam Definície slobodných kultúrnych diel, konkrétne licenciám, ktoré sa nachádzajú na http://freedomdefined.org/Definition verzia 1.0.
- Politika výnimiek (PV)

Rozhodnutie
Keďže misiou nadácie Wikimedia Foundation je "zapájať ľudí a dať im prostriedky, aby zberali a vyvíjali obsah vzdelávacieho charakteru dostupný pod Licenciou slobodného obsahu":
- Od všetkých projektov sa očakáva, že budú poskytovať iba obsah, ktorý je pod Licenciou slobodného obsahu alebo ktorý je inak slobodný a tak uznaný 'Definíciou slobodných kultúrnych diel', na ktorú odkazujeme vyššie.
- Naviac, s výnimkou Wikimedia Commons, každá komunita projektu smie vyvinúť a prijať PV. Neslobodný obsah použitý v súlade s PV musí byť takto označený v strojovo čitateľnom formáte za účelom jednoduchej identifikácie používateľmi a znovupoužívateľmi obsahu.

- For the projects which currently have an EDP in place, the following action shall be taken:
- As of March 23, 2007, all new media uploaded under unacceptable licenses (as defined above) and lacking an exemption rationale should be deleted, and existing media under such licenses should go through a discussion process where it is determined whether such a rationale exists; if not, they should be deleted as well.
- For the projects which currently do not have an EDP in place, the following action shall be taken:
- As of March 23, 2007, any newly uploaded files under an unacceptable license shall be deleted.
- The Foundation resolves to assist all project communities who wish to develop an EDP with their process of developing it.
By March 23, 2008, all existing files under an unacceptable license as per the above must either be accepted under an EDP, or shall be deleted.
